Solving For X, Episode 11: The 715,000+ Job Vacancy Question: Why One Cybersecurity Workforce Strategist Believes It's Time for "All Hands on Deck"

In this week's episode, Nina and Chris sit down with Dr. Keith Clement, Professor at Fresno State University and chair of the Workforce Development/Education Subcommittee of the California Cybersecurity Task Force (co-led by the California Governor’s Office of Emergency Services and California Department of Technology). As author of The California Cybersecurity Workforce Development and Education Strategy (2020-2030): Framework and Recommendations for a California Cybersecurity Career Education Pipeline and Pathway Project (C3EP3) Report, Keith brings a wealth of research and insight regarding the state of cybersecurity workforce development and education. We discuss some of the greatest challenges facing cybersecurity workforce development, preparation, talent acquisition, and the value of employee retention strategies. These are important questions relating to national and economic security concerns of closing our ever growing cybersecurity workforce capability and job gap. Important note: since podcast episode taping, the national cybersecurity workforce gap has swelled from 715,000+ available cyber jobs 9.3% to 769,000+ total available current cyber positions (CyberSeek, 2022). This is further evidence of the value of  enhancing and supporting national and state IT-Cybersecurity workforce development, talent acquisition, and retention through the careful analysis and introspection of current best practices, policies, and procedures.

https://socialsciences.fresnostate.edu/criminology/documents/California%20Cybersecurity%20Workforce%20Development%20and%20Education%20Strategy%20and%20Framework%20GMb.pdf

Episode Highlights:

* The future of digital transformation in IT and specializations like cybersecurity, quantum, artificial intelligence, and machine learning is an operational career pipeline and pathway that prepares cybersecurity professionals for entry-, mid-, and advanced level work roles across all levels of education and training.

* The value of aligning and linking cybersecurity education/training with industry recognized professional certifications and work experience opportunities like apprenticeship programs.

* Workforce transformation and readiness and how to make connections. How do we get people to learn on the job and be ready for cybersecurity work through on the job training?

* Zero Trust architecture and framework associated with cybersecurity workforce.

* What is keeping us from filing cybersecurity jobs-- both technical and non-technical positions?

* Confronting the problem of retention, advancement, and promotion into mid-level and advanced- level cybersecurity work roles.

* What can employers and leadership do to support over-worked cybersecurity teams and personnel?

* The Cybersecurity Collaboration-Coordination problem and enhancing partnerships with federal, state, local government, and academia as the solution.

* The biggest failure in cybersecurity workforce may be in the transition process from education/training into the profession without structured work experience opportunities to secure jobs.

* What makes cybersecurity workforce preparation such a difficult learning curve?

Solving for X, Episode 7: Intentional Leadership: Elevating Employee Well-Being

Today’s guest is Airis McCottry Gill, the executive director for employee experience and organizational management at the VA. Airis discusses authenticity at work, and the importance of building psychological safety and trust in organizations. She discusses the VA’s employee journey map and the E-signals they’re designing to improve the EX by using the human-centered design blueprint they used to transform the veteran’s experience office.

Link to VEO: Employee Experience - Veterans Experience Office (VEO) (va.gov)

Ran out of time during the conversation to discuss this with Airis, so passing along more information regarding “Identity Insights”, the Federal Government’s first intersectional approach to examine employee experience, recently highlighted in Chief Human Capital Officers Council’s 2022 Federal Workforce Priorities Report (2022 Federal Workforce Priorities Report (chcoc.gov)):

Identity Insights

In 2021, VEO's Employee Experience & Organizational Management (EXOM) Directorate, in partnership with the Office of Resolution Management, Diversity & Inclusion (ORMDI), launched Identity Insights, the federal government's first intersectional approach to examine employee experience (EX). Focused on identifying pain points that employees attribute to one or more of the identities that they hold, the pilot phase engaged employees across eight identity groups that have been either historically underrepresented and/or faced discrimination and bias in the workplace: American Indian and Alaska Native, Asian American and Pacific Islander, Black/African American, Hispanic, Individuals Born between 1946 and 1964, Individuals with Disabilities, LGBTQ+, and Women. By capturing quantitative data to explore the role that identity plays in EX, Identity Insights is a pivotal step forward to driving meaningful change rooted in data from our workforce.

Join this episode of The Year of Zero Trust with Jim Richberg as he sits down with special guest, Kenneth Myers, Director, Identity Assurance and Trusted Access Division, Office of Governmentwide Policy (OGP), GSA, to discuss the following questions:

What do you see as the role for partnership on IT and security within government, with industry, and with academia? Zero Trust was the primary focus of EO 14028, and digital identity seems to be core to Zero Trust and many other aspects of digital transformation. What is GSA’s role in Identity, Credential and Access Management within the Federal Government? What is digital identity so important today? OMB announced their administration cybersecurity priorities for the FY24 budget. Zero trust and accelerated adoption of secure cloud infrastructure are prominent. How is the FICAM Architecture adapting? Agencies want to automate and use Robotic Process Automation. What is the intersection with securing access? Data protection comes up a lot when we hear about breaches and cyber attacks. What are the FICAM best practices to protecting data? You’ve been involved in Federal Identity for some time now, how can others get involved? Are there other technologies or issues we haven’t discussed that you see as important?

Solving for X, Episode 4: Not Your Grandparent's IRS: The Future of the Taxpayer Experience?

Solving for X, Episode 4: Not Your Grandparent's IRS: The Future of the Taxpayer Experience?

Few agencies have been in the news more than the Internal Revenue Service. In this episode, Nina sits down with Ken Corbin – the first Chief Taxpayer Experience Officer at the IRS. In this role, Ken focuses on overseeing the agency's efforts to radically improve taxpayer services. Together, they take a deep dive into customer experiences, building mission-ready teams, and the unexpected benefits of sharing bad news early.

3:50 The enormous task of pivoting 15,000 mostly on-site customer service representatives to full telework at the start of the pandemic

5:27 Getting ahead of the curve: How can you get a huge agency to try new things?

7:58 The secret to winning the retention battle: understanding what truly motivates and engages your workforce (hint: it isn't just salary)

9:34 Starting out as a GS-01, how the government became a calling and a career

12:40 More than W2s: how IRS employees serve the country

18:30 "Hear Me Sessions" the IRS revolutionizes the customer experience and even protects citizens from tax scams by listening to front-line employees

25:00 Why it's impossible to over-communicate

Solving for X, Episode 3: What Is Your Organization’s Culture Plan?

Solving for X, Episode 3: What Is Your Organization’s Culture Plan?

Whether we plan for it or not, organizations have internal cultures that determine the employee experience, and, by extension, the customer experience as well. In this episode, Nina and Chris sit down with Erik Anderson, the Chief of the US Citizenship and Immigration Services (USCIS) Office of Administration which oversees the day to day operations of the agency. As a newer Senior Executive, Erik brings fresh perspective and insight on leadership theories and ideas…theories that were put to the test as he took the lead of his organization in the midst of the pandemic. Join us as we discuss what has proven to work in the crucible of managing a new organization in challenging circumstances, and the importance of planning for the culture you want to build.

1:50 - Chris' favorite question: what does the future hold when it comes to digital and workforce transformation in the federal government?

2:38 - Out of a season of challenge, change, and transition, an emerging opportunity to embrace new technologies

4:05 - Culture starts at the top: Erik shares his experience of being called into a new leadership position in a completely new organization in the middle of the pandemic, and realizing that before anyone would trust him he'd have to set the tone by opening himself up first

7:40 - As leaders, we can sometimes worry about those we lead abusing our trust. But the truth is if there is mutual trust between you and your employees, more often than not they will make you look like a genius

9:23 - How does a culture of trust in the workforce affect the customer experience?

10:57 - Culture happens no matter what, so why not plan for the culture that we want in our organizations? Developing metrics and plans around what kind of culture we want to build as an organization

14:32 - What does it cost to change a culture? What is the cost of ignoring it?

16:30 - How to measure a culture: concrete steps, metrics, and methods. Oh, and once a year isn't enough (looking at you, FEVS!)

19:45 - The critical role of doing exit interviews for EVERY employee who leaves your organization…and doing "stay" interviews for those who don't

24:57 - Setting aside your title: how humility in leadership can open the door for organizations to find both unexpected opportunities and advance warning of incoming threats

27:30 - Where career advice and workforce transformation meet: don't look for jobs, look for quality (humble) leaders

30:07 - What this looks like in IT: when those in leadership feel the need to be the smartest person in the room, other team members run out of room to contribute and grow

34:30 - Wave the magic wand! Erik's one wish for moving the ball forward when it comes to workforce transformation

Solving for X, Episode 2: Does This Work in the Real World?

Solving for X, Episode 2: Does This Work in the Real World?

Does "Solving for X" actually make sense in the real world? In this episode, Nina and Chris welcome two senior federal leaders, Dorothy Aronson, Chief Information Officer and Chief Data Officer for the National Science Foundation and Robyn Rees, an ATARC Board Member and advocate for unlocking human capital data to power workforce transformation. Together their combined experiences span across both the private and public sector and in this episode they discuss the similarities between customers and employees - since employees and customers too. They share how customer-centered design can also be used to improve the employee experience. Can we create a marketplace where employees can manage their own portfolio of skills and be matched to jobs like Uber drivers are matched to riders? Dorothy believes the workforce of the future will enjoy what they're doing and enjoy doing it from wherever they want using the tools they select rather than structured tools that are forced onto them. Robyn shares her thoughts about where the distinction between CX and EX might come from and how to overcome it. Dorothy advocates for the importance of leading with humanity versus just managing to build trust with teams. Robyn discusses the need for cultural change that's enabled through digital change by putting the tools in the hands of the people getting the work done and by Solving for X.

Episode 1: Introducing “Solving for X"

Episode 1: Introducing “Solving for X"

Nina Bianchi, Solution Principal for Medallia Public Sector, and Chris Crist, Chief of DevSecOps at US Transportation Command both agree that workforce and digital transformation in the federal government lies at the intersection of the customer, employee, and workforce experiences. The question is…which one comes first and what does the workforce experience of the future look like? How does the government use the EX + CX = WX formula? Can it be used to help the government becomes the Nation's top employer? In this episode they dig into the government employee experience. Are federal employees waking up excited to go to work, and if not, how does that impact the customer experience? Are customers receiving service worth telling their family or friends about - in private sector positive customer testimonials are essential! Nina connects the customer experience (CX), such as filing taxes, applying for  student loans, or using a veterans hospital, as a reflection of the federal employee’s experiences (EX). What would we hear from our employees if we simply asked them how they're doing or what challenges exist is serving the Nation’s customers? There is undoubtedly a connection to the customer and employee experiences. Most importantly how can the workforce experiences help attract the best and brightest talent to government jobs? Join them as they try to Solve for X.

Managing Millions of Machine Identities Across Hybrid Cloud Environments

Managing Millions of Machine Identities Across Hybrid Cloud Environments

Everyone knows (but often fails to recognize) that for every human interaction with an online application or service there are hundreds if not thousands of invisible machine-to-machine interactions that support the same work.

These machines can be actual boxes, virtualized systems, containers and clusters, or they can be ephemeral serverless applications …. but they all have one thing in common. They each have a unique IDENTITY. This identity needs to be protected. And moreover, the number of these identities is growing at an exponential rate. This is the realm of an emerging and fast-moving infosec category, Machine Identity Management.

Tune into this session to hear from Federal Leaders on the unique challenges of managing these identities across hybrid cloud environments. What are the fundamental capabilities needed for enterprise-wide management of machine identities? Listen as subject matter experts address different Federal cloud use cases, as well as lessons learned throughout this process.
