Senf.koeln is a platform for participation founded in Cologne by a multidisciplinary team of students united by their love for the city and motivation to make it even better.

Senf.koeln ist eine Beteiligungsplattform, die von einem multidisziplinären Team von Studierenden in Köln gegründet wurde. Sie sind vereint von ihrer Liebe für die Stadt und von der Motivation, sie noch schöner zu machen.

Storytelling is becoming increasingly important for citymaking. But what exactly are so-called narratives and what possibilities arise from working with them? In this podcast, three guests from Bonn, Hamburg and Berlin are getting down to the essence of storytelling. They report on their own planning and research projects, discuss their concept of planning and provide tips for use in practice.

Geschichtenerzählen wird immer wichtiger fürs Stadtmachen. Doch worum geht es bei sogenannten Narrativen eigentlich genau und welche Möglichkeiten ergeben sich durch die Arbeit mit ihnen? The Hansaforum in Münster has become a brand. With its origins in the B-Side, an up-and-coming socio-cultural center in the Münster harbor, the initiative, which is funded by the Federal Institute for Building, Urban and Spatial Research, activates the community spirit in the neighborhood.

Das Hansaforum in Münster ist mittlerweile eine Marke. Mit seinen Ursprüngen in der B-Side, einem aufstrebenden soziokulturellen Zentrum im Münsteraner Hafen, aktiviert die Initiative, die durch das Bundesinstitut für Bau-, Stadt-, und Raumforschung gefördert wird, den Gemeinsinn im Quartier.

A city is developed by many – individuals, groups and organizations with different experiences, backgrounds and demands. Awareness of the diversity of stakeholders seems to be growing among planning practitioners. What does this imply for urban development and for the design of processes? Lea Fischer and Agnes Förster explore these and other questions, representative for the Research Training Group Mittelstadt als Mitmachstadt (funded by Robert Bosch Stiftung), in conversation with Annegret Michler, Ferdinand Nehm and Birte Pereira.

Eine Stadt wird von vielen entwickelt – Individuen, Gruppen und Organisationen mit unterschiedlichen Erfahrungen, Hintergründen und Ansprüchen. In order to be able to cope with the complex transformation tasks of our time, it is necessary to strengthen local links. By promoting a moderated exchange between different institutions and civil society, a breeding ground for change is created in small medium-sized cities. This requires places and formats of encounter to jointly develop new ideas and alliances. In the future, these synapses must be consciously considered in planning in order to improve the future competencies of the cities.

Um den vielschichtigen Transformationsaufgaben unserer Zeit gewachsen zu sein, bedarf es einer Stärkung von lokalen Verknüpfungen. Über eine Förderung des moderierten Austauschs zwischen unterschiedlichen Institutionen und der Zivilgesellschaft entsteht ein Nährboden für Wandel in kleinen Mittelstädten. Hierfür bedarf es Orten und Formaten der Begegnung, um gemeinsam neue Ideen zu entwickeln und Allianzen zu bilden. In Zukunft gilt es, diese Synapsen bewusst in der Planung mitzudenken, um Zukunftskompetenzen der Städte zu stärken.

With Quartier U1 in Nuremberg, the Urban Lab team is pursuing the goal of introducing actors from urban and civil society to help shape the city. The core business is imparting knowledge and practical guidance on all aspects of promoting low-threshold offers in the district. The reason for the project was pilot funding from the national urban development policy “Shaping the city together!” in 2018.

Mit dem Quartier U1 in Nürnberg verfolgt das Team von Urban Lab das Ziel, Akteure aus der Stadt- und Zivilgesellschaft an die Mitgestaltung von Stadt heranzuführen. Das Kerngeschäft ist die Vermittlung von Wissen und die praktische Anleitung rund um die Förderung von niederschwelligen Angeboten im Quartier. Anlass für das Projekt war eine Pilotförderung der Nationalen Stadtentwicklungspolitik „Stadt gemeinsam gestalten!“ in 2018.

The public urban space – made of open spaces and the corresponding ground floor zones – is available to residents and users in a certain way. Now these spaces are no longer used, or they are used in a different way. Stefan Rettich is researching the potential of obsolete functions and their relations to public spaces and how we can develop the city to make it less vulnerable in the future.

Der öffentliche Stadtraum – bestehend aus Freiräumen und den dazugehörenden Erdgeschosszonen– steht für Bewohner*innen und Nutzer*innen auf eine bestimmte Weise zur Verfügung. Nun werden diese Räume nicht mehr oder auf eine andere Weise genutzt. Stefan Rettich forscht daran, welches Potential obsolet gewordene Funktionen und welche Beziehung diese zu öffentlichen Räume haben und wie wir zukünftig Stadt entwickeln können, damit sie weniger verwundbar ist.

How do we know where to look for understanding what is happening in and to our urban societies? Right now, as urban researchers, we find ourselves presented with a huge experiment whose outcomes are yet hard to guess. Simone Egger, cultural scientist, is an active participant and observer of the urban community. What/Next spoke to her about what she sees, where to look und how this moment can be arranged in time.

Woher wissen wir, wo wir hinschauen müssen, um zu verstehen, was in und mit unseren Stadtgesellschaften geschieht? Im Moment sehen wir uns als Stadtforscher*innen vor ein riesiges Experiment gestellt, dessen Ergebnisse noch schwer abzuschätzen sind. Neighborhoods take on important social functions: As a place to live and identify, as an everyday and focal point, as a place of learning, of experience and care, quarters can satisfy a multitude of basic human needs. But lively and livable neighborhoods don't just grow out of nothing. Their creation and development must be supported. The team of What/Next spoke to Prof. Marcus Menzl. At the interface between science and practice, he knows what is crucial in the development of a district and also knows about the strengths of dense, mixed structures - especially in times of pandemic.

Quartiere übernehmen wichtige gesellschaftliche Funktionen: Etwa als Wohn- und Identifikationsort, als Alltags- und Mittelpunktort, als Lern-, Erfahrungs- und Versorgungsort können Quartiere eine Vielzahl der menschlichen Grundbedürfnisse befriedigen. Doch Quartiere lassen sich nicht als lebendige und lebenswerte Viertel aus dem Boden stampfen. Man muss die Entstehung und Entwicklung begleiten. We know now: Google and Amazon are the big winners in the pandemic. At the same time, vacancy rates in the cities continue to unfold. The intergenerational contract is in danger of being desocialized, and the culture of physical encounter in our cities comes close to a standstill. What/Next spoke to Philippe Cabane, urban sociologist based in Basel, Switzerland, reflecting on those developments and drawing opportunities from it.

The Corona crisis triggers reflection on existing projects and activities: Which activities really fit into the neighborhood? Are the existing projects sustainable and targeted and do they reach the people they are supposed to reach? The team of What Next spoke to Robert Ambrée from the Montag Foundation about the progress of the projects in Corona times.

The nuances are missing. The team of What/next spoke to the architect Andreas Wirz about the effects of the crisis on the living environment. Although the digital may be able to drive processes that have stalled due to the crisis, a lot is lost due to the lack of analog exchange. Social coexistence needs social proximity in order to function well - how do we continue when the crisis keeps us at distance for longer?

Die Zwischentöne fehlen. Das Team von What/next hat mit dem Architekten Andreas Wirz über die Auswirkungen der Krise auf das Lebensumfeld gesprochen. Das Digitale mag zwar in der Lage sein, Prozesse, die durch die Krise ins Stocken geraten sind, wieder anzutreiben, jedoch geht durch den fehlenden analogen Austausch vieles verloren. Das gesellschaftliche Zusammenleben braucht soziale Nähe und Reibung, um gut zu funktionieren - wie machen wir weiter, wenn uns die Krise noch länger auf Abstand hält?

Cities should be in control of their infrastructure for digital transformation – but data highways are only part of this. Physical spaces and local communities are required to ensure technology serves the greater good.

Städte sollten die Kontrolle über ihre Infrastruktur für digitale Transformation haben – doch die Datenautobahn ist nur ein Teil davon. Physische Orte und lokale Communities sind notwendig, um sicherzustellen, dass Technologie dem Gemeinwohl dient.

Seit Mai 2019 ist der Verein Et Kapellche im Graf-Adolf-Viertel in Köln Mülheim aktiv. Ein knappes Jahr später hat der Lockdown die gerade gestarteten Aktivitäten des Vereins gebremst. Trotzdem hat die Krise dem Verein nicht geschadet, vielmehr scheint es, als seien die Menschen im Graf-Adolf-Viertel näher zusammengerückt und schützen die Qualitäten des Miteinanders von nun an noch mehr. Das Team von What/Next hat mit Dirk Weingarten, Vorsitzender des Vereins Et Kapellche, über die Kreativität und gegenseitige Unterstützung der Vereinsmitglieder*innen und Quartiersbewohner*innen in Zeiten der Krise gesprochen.

Since May 2019, is the association Et Kapellche in the Graf-Adolf-Viertel in Cologne Mülheim active. The log-down just a year later naturally slowed the association's recently started activities. Nevertheless, the crisis has not harmed it, rather it seems as if the people in Graf-Adolf-Viertel have moved closer together and from now on protect the qualities of cooperation even more. The team of What/Next spoke to Dirk Weingarten, chairman of the Et Kapellche association, about the creativity, energy and the mutual support of the association's members and residents of the neighborhood in times of crisis.

The United States of America is yet another context, in which the current crisis, caused by the spread of the Corona-Virus, is unfolding. How does the government respond in the U.S.? What specific (urban) context do we find? Brent D. Ryan looks closely at the built environment of our cities and pleads for a deeper understanding of what Urban Design as a discipline encompasses and what its future tasks could be.

Die Vereinigten Staaten von Amerika sind ein weiterer Kontext, in dem sich die aktuelle Krise, die durch die Verbreitung des Corona-Virus verursacht wird, entfaltet. Wie reagiert die Regierung in den USA? Welchen spezifischen (städtischen) Kontext finden wir vor? Brent D. Ryan befasst sich eingehend mit der gebauten Umwelt unserer Städte und plädiert für ein tieferes Verständnis dessen, was Stadtgestaltung als Disziplin umfasst und was ihre zukünftigen Aufgaben sein könnten.

What does a society need in the neighborhood, what conflicts and needs are there on site and how can a good community based on solidarity be started? The What/Next team spoke to Sven Lager about these and other questions. Together with his wife, Elke Naters, he is the founder of the Sharehouse Refugio in Berlin-Neukölln.

Was braucht eine Gesellschaft im Quartier, welche Konflikte und Bedürfnisse gibt es eigentlich vor Ort und wie lässt sich eine gute solidarische Gemeinschaft starten? Über diese und noch weitere Fragen hat das Team von What/Next mit Sven Lager gesprochen. Er ist gemeinsam mit seiner Frau, Elke Naters, Gründer des Sharehouse Refugio in Berlin-Neukölln.

Bewusster beteiligen. Die Krise hat einen Digitalisierungsschub in dialog- und beteiligungsorientierten Prozessen der Stadtentwicklung ausgelöst. Dabei zeigt sich: Obwohl insbesondere die informelle Kommunikation, das sogenannte Nebengespräch, digital nur schwer zu ersetzen ist und bewusst angestoßen werden muss, fördert das Zusammenspiel von Online- und Offlineformaten eine angemessen differenzierte Prozessgestaltung. Dabei kommt es auch hier auf die Haltung der Akteure an: Beteiligung muss gewollt sein und erfordert weiterhin eine bewusste und differenzierte Umfeld- und Akteursanalyse, um diese mit unterschiedlichen Ansprachen in die Prozesse einzubeziehen.

Participation becomes more conscious. The Corona crisis has triggered an impulse of digitalisation in processes of urban development that are dialogue- and participation-oriented. It has become clear that informal communication, the so-called side talk in particular, is difficult to replace digitally and must be consciously initiated. The interaction of online- and offline-formats allows an appropriately differentiated process design. But the success of participation (online and offline) depends on the attitude of the actors: Participation must be desired. A conscious and differentiated environment- and actor-analysis makes it possible to include the various actors in the processes with consciously chosen approaches.

As digital technology becomes entrenched in modern society, online platforms may seem like a public space for discussion when they are really owned by private corporations. But internet firms are also making the leap to physical space, appropriating public urban spaces for their own purposes.

Digitale Technologien sind zunehmend in die Gesellschaft eingeschrieben und so können Online-Plattformen wie ein öffentlicher Diskussionsraum erscheinen, obwohl sie in Wirklichkeit privaten Unternehmen gehören. Aber Internetfirmen manifestieren sich auch im physischen Raum, indem sie sich öffentliche Stadträume für ihre eigenen Zwecke aneignen.

The Netherlands pose a particular setting for practicing planning. Paul Gerretsen knows the government driven system well and has made it his mission to allocate international knowledge and bring together disciplines, authorities and civil society to collectively engage into thinking about new paradigms for planning.

Die Niederlande stellen einen besonderen Rahmen für die Planungpraxis dar. Paul Gerretsen kennt das System, in dem der Staat sehr involviert ist und viele Entscheidungen trifft, gut. Er hat es sich zur Aufgabe gemacht, internationales Wissen den Planern zur Verfügung zu stellen und Disziplinen, Behörden und die Zivilgesellschaft zusammenzubringen, um gemeinsam über neue Paradigmen in der Planung nachzudenken.

Important functions of public space are breaking down due to the pandemic. The everyday life of many people in Munich is changing: some are conquering new spaces in the city and enjoying the low-traffic streets in the neighborhoods. The others are eagerly waiting for normality to return in order to use public spaces as usual. The fields of work of our discussion partners Brigitte Gans and Eva Jüsten are also characterized by the crisis: festivals, discarded rubbish and noise in public spaces are no longer the central fields of intervention of AKIM (all-party conflict management in Munich), but rather social distancing regulations.

Wichtige Funktionen des öffentlichen Raums brechen aufgrund der Pandemie weg und der Alltag vieler Menschen in München ändert sich: Die einen erobern neue Räume in der Stadt und genießen die verkehrsarmen Straßen in den Quartieren. Die anderen warten sehnlichst darauf, dass die Normalität wieder zurückkehrt, um öffentliche Plätze wie gewohnt nutzen zu können. Auch die Arbeitsfelder von unseren Gesprächspartner*innen Brigitte Gans und Eva Jüsten sind krisengeprägt: Während Feiern, Lärm und Müll im öffentlichen Raum die zentralen Einsatzfelder von AKIM (Allparteiliches Konfliktmanagement in München) darstellen, überlagert sich diese Problematik durch  die Akzeptanz und das Einhalten sozialer Distanzierung.

The future is uncertain, particularly now. Still, it is useful and necessary to look ahead, not only in the field of urban development. How planning can and should deal with the future is one of the topics in the third City Talk. The guests from Berlin, London and Vienna represent three different perspectives on cities and their development.

The City of Vienna has long been taking steps towards digital participation regarding urban development processes. But the most significant leap yet has been brought on by the current pandemic. As municipalities are gradually adjusting to new routines, the experiences gathered in the digital realm may enhance future participation processes.

The Ruhr area is a specific urban context, which has been formed by profound transformation processes in recent decades. In order to observe the changes that are triggered by the corona virus, the team of What/Next spoke with Dr.-Ing. Irene Wiese -v.Ofen, architect and former councillor of the City of Essen for Urban Planning, Building and Land. She portrays space and people of the Ruhr area, highlights future issues relevant to planning and pleads for a new balance of planning between commitment and imagination and openness for the future.

Das Ruhrgebiet ist ein spezifischer urbaner Kontext, in den letzten Jahrzehnten von tiefgreifenden Transformationsprozessen geprägt. Niehler Freiheit is a real-life citymaker project in Cologne that wants to create a space for community and culture in a former repair shop at the edge of town. The lockdown caused the initiative to move many activities online, but they continue to reflect on physical space.

Die Niehler Freiheit ist ein reales Stadtmacher-Projekt in Köln, das in einer Werkstatt am Stadtrand Räume für Community und Kultur schaffen möchte. Der Lockdown hat die Initiative dazu veranlasst, viele Aktivitäten ins Internet zu verlagern, aber der physische Raum spielt weiterhin eine große Rolle.

The cross-media approach, combining online and offline formats, has proven to be an effective way to run citizen participation processes in the past. But how can it work, when events in physical space are not currently an option? This may be a chance to rethink virtual as well as in-person participation.

Ein crossmedialer Ansatz aus Online- und Offline-Formaten hat sich als effektiver Weg der Bürgerbeteiligung erwiesen. Doch wie kann er funktionieren, solange Veranstaltungen im physischen Raum nicht möglich sind? Es bietet sich die Chance, virtuelle wie auch analoge Beteiligung neu zu denken.

For assessing this profound change, the team of What/Next had the honor to speak with Thomas Sieverts, renowned architect and city planner. He reflects the current crisis in retrospect to his experiences of 75 years in urban development, pleads for the sensuousness of urban space and derives future questions for prospective architects and planners from this.

Three times urban development planning: Leading planners from public administrations in Cologne, Munich and Zurich discuss the effects of the current crisis on long-term trends of urban development – some of them masked by the current crisis, others even more visible. They go on to reflect on the relevance, roles and instruments of urban development planning during and after the crisis.

Municipal planning departments rarely take on systemically relevant tasks in acute crisis management. For them, the current crisis provides a moment of reflection based on in-depth knowledge of the specific urban context. City councillors of Aachen, Bremen and Ulm share their impressions of the corona crisis and bring up questions for emerging tasks in urban development.
