City of Vista Mayor John Franklin
John Franklin has served as Mayor of Vista since 2022, previously serving on the City Council for eight years. Originally from Kansas, Mayor Franklin was drawn to public service as a college student. After serving as a Congressional aide in Washington DC, Franklin chose Vista as his permanent home due to the size of community, quality of life, and the great weather. Mayor Franklin is focused on addressing homelessness.

Dr. Star Rivera-Lacey is the President & Superintendent of Palomar College and is the first Latina to serve in this role. She was born and raised in Oceanside, California and is proud to have started her post-secondary education at a community college. In addition, to a bachelor’s degree in Liberal Studies from California State University, San Marcos, and a master’s degree in Education, with an emphasis in multicultural counseling, from San Diego State University, Dr. Rivera-Lacey earned her Ph.D. in Education from the San Diego State/Claremont Graduate University joint doctoral program.

Julie Lowen - Children's Paradise
Julie Lowen is the founder and CEO of Children's Paradise Preschool and Infant Centers. Julie, fueled by her personal experience and loss, founded the first Children's Paradise in 1993 and now operates five centers with several more coming on-line in the next year. Her intentional and unique approach to childcare encompasses the whole family and their needs.

David Zumaya is the 2022 Nick Ljubic Chamber Champion! Named after former Vista Chamber Chair of the Board, this award honors an individual who gives of themselves to the Chamber and its members. David is a true Chamber Champion. He is a skilled connector and creative innovator who uses his abilities to lift up others. In addition to teaching film and digital media marketing, he is also the founder of Cafecito networking group and launched My San Diego North County, an online platform which showcases all the great things happening in North County San Diego.
